III Major General, USA (Ret) Chairman of the Board, Worldwide Strategic Partners In July 1998, Jones retired from Enron Corp. while serving as a Vice Chairman Enron Europe. Previous positions included Executive to the Chairman, Enron Europe, Ltd. (1990-1991), President Enron Power Operations Corp (1991- 1993), President Enron Engineering and Construction Company (1994-1996), and President Enron Power Corp (1993- 1998). Prior to joining the international business community, he concluded his thirty two years of active duty as the Commanding General, United States Army Southern European Task Force in the Mediterranean. During his carrier he saw service in Vietnam, Korea, Italy, West Germany, Hawaii, Fort Carson in Colorado, Washington, D.C., Fort Lewis in Washington, and the Panama Canal Zone. Mr. Jones also serves as a Board Member of the National Defense University Foundation. STEPHEN P. PAYNE GOVERNMENTAL, ENERGY AND INTERNATIONAL BUSINESS DEVELOPMENT CONSULTANT As President of Worldwide Strategic Partners and Worldwide Strategic Energy – Stephen P. Payne is an accomplished governmental and international affairs consultant. With an impressive background in the energy, political, business, fund raising and diplomatic fields, his extensive clientele ranges from large multi-national corporations to foreign heads of state. BACKGROUND Mr. Payne's political career began in 1988 as the Legislative Director for Texas State Senator J.E. "Buster" Brown. During his tenure as Legislative Director, Mr. Payne began his affiliation with the Bush White House by serving as a White House Advance Representative for President George Herbert Walker Bush, coordinating dozens of official White House events across the nation, and serving as George W. Bush's personal travel aide during his father’s 1988 Presidential campaign. After working in the Texas State Capitol for five years, Mr. Payne expanded on his political base by serving on the special election campaign for then-State Treasurer Kay Bailey Hutchison’s run for the United States Senate. After her election to the Senate, Mr. Payne joined her efforts in Texas, serving as the State Director of Special Projects and Deputy Director of the Southeast Texas Region until 1996. DOMESTIC CONSULTING Over the past ten years in Houston, Mr. Payne has established an exceptional reputation as a consultant to some of the nation's most powerful and influential companies including Morgan-Stanley; United Space Alliance, the prime contractor of the space shuttle, which is a joint venture between Boeing and Lockheed-Martin; SAP Software; Nextel Communications; and JP Morgan. Additionally, in 2001, Mr. Payne served as Senior Advisor to the NASA Administrator on White House and Congressional Affairs. INTERNATIONAL Throughout his career, Mr. Payne has established strong diplomatic relationships with both international and top U.S. officials. His reputation as a solid negotiator and trusted ally is impeccable. White House Official Travel - Currently, Mr. Payne assists the White House as a Senior Advance Representative traveling internationally in advance of and with President Bush and Vice President Cheney, including trips with President Bush to Jordan for the Red Sea Summit (Mid- East Peace Summit), and with Vice President Cheney to the Mid-East, Korea, Kazakhstan, and to Afghanistan for the historic swearing-in of President Hamid Karzai. Pakistan - Mr. Payne, until recently, advised the Government of Pakistan, regularly briefing President Pervez Musharraf on global energy issues as well as U.S. - Pakistani relations. Mr. Payne's responsibilities on behalf of the Pakistani Government included providing guidance on Pakistan's long-term energy strategy as well as representation of their diplomatic, economic and military relations with the Bush Administration and the U.S. Congress. Some of the most notable accomplishments resulting from Mr. Payne and other’s work included the delivery of a multi-billion dollar aid package, the removal of economic and military sanctions imposed under the Clinton Administration, the developement of an effective regional and long-term energy resource plan for the Pakistani government., the designation of “Major Non-NATO Ally Status”, and acquisition of billions of dollars for military hardware/equipment, and the coordination of numerous meetings between President Musharraf and President Bush. Latvia - Mr. Payne has served as the Honorary Consul General for the Republic of Latvia since 1999 and is a key part of Latvia's Diplomatic Corps in the U.S. He serves as Latvia's official diplomatic liaison to the South Central region of the U.S., working closely with the President and other leaders of the Baltic state. Mr. Payne advises the Latvian President on business development and U.S. relation. In addition, Mr. Payne helped lead Latvia's successful efforts to become a NATO Member. For these and many other significant accomplishments, Mr. Payne was awarded Latvia's highest award - the Order of the 3 Stars, along with President Bush. Iraq - Mr. Payne's efforts in Iraq range from advising senior officials to assisting in the rebuilding of Iraq. Mr. Payne has an established group of clients in Iraq and has been working with former Iraqi soldiers-turned-citizens to help rebuild their war-torn country. Mr. Payne has personally visited Iraq on two occasions, meeting with officials from the Iraqi Governing Council, U.S. diplomats, local officials and Iraqi citizens. As Iraq continues to make progress towards democracy, Mr. Payne will continue to play an active role in the process. Turkmenistan - Mr. Payne represented the Government of Turkmenistan in assembling a consortium of nations and international firms to build a natural gas pipeline from Turkmenistan to Pakistan. Mr. Payne coordinated a trilateral summit between the Presidents of Turkmenistan, Afghanistan and Pakistan that produced a memorandum of understanding regarding the Turkmen/Afghan natural gas pipeline, restoring the project's viability after years of dormancy at the hands of the Taliban. Azerbaijan – Mr. Payne currently provides strategic advice to several key entities in Azerbaijan on a range of issues including U.S. – Azeri relations, energy production and governmental disaster response. He facilitated discussions between Vice President Cheney and Azeri President Ilham Aliyev in 2005 and the first official visit of President Aliyev to the U.S. in April 2006. Russia – Mr. Payne represents Itera, the largest independent Russian gas producer, possessing well over 72 trillion cubic feet of untapped gas reserves ready for development and shipment to U.S. markets, enough gas to sole-source the U.S. for over 3 years. His work on behalf of Itera includes debt scheduling, consultation on energy production and distribution, and an extensive LNG project bringing gas to the United States. United Arab Emirates – Since 2004, Mr. Payne has been closely assisting the King of the U.A.E. and his son on political and business issues. The close relationship between Mr. Payne and the Royal Family has allowed the ability to work in any industry within the U.A.E. freely and without restriction. NATO Summit – For the 2006 NATO Summit in Riga, Latvia, Mr. Payne was appointed by NATO to lead a think tank conference panel discussion on energy security and chair a NATO Future Leaders Forum bringing together up and coming leaders from thirty-five NATO member and partner countries. POLITICAL Mr. Payne was a vital volunteer member of the Bush 2000 and 2004 campaigns’ Advance operations, in which he spent more than a year traveling with the campaign as a volunteer. Mr. Payne was part of a small team of Bush operatives, including former White House Chief of Staff Andy Card, who coordinated the 2000 campaign’s efforts for the three Presidential debates, also serving as the Lead Advance Representative for the 2004 Vice Presidential debate. Mr. Payne’s national and state fundraising efforts are extensive. In both 2000 and 2004, Mr. Payne was not only one of the top Bush Campaign fundraisers in the nation, but also one of the youngest, earning him select national recognition. Mr. Payne’s fundraising activity includes membership on the Bush for President National Finance Committee, the Republican National Finance Committee, and the 2001 Presidential Inaugural Committee as Deputy Director and Congressional Liaison. Additionally, Mr. Payne served as a fundraiser and statewide Vice-Chairman for Texas Governor Rick Perry's 2002 campaign, as a Harris County Co-Chair for Perry's 1998 Lieutenant Governor race and as a statewide Vice-Chairman for Senator Kay Bailey Hutchison's re-election campaigns in 2000 and 2006. PUBLIC SERVICE In December 2002, Mr. Payne was appointed a Board Member of the National Defense University Foundation. This renowned institution is the preeminent postgraduate school for the U.S. Armed Forces and a requirement for all new Generals and Admirals of the U.S. Armed Forces. Additionally, Mr. Payne is a board member of The U.S. Baltic Foundation, having raised funds and worked professionally to strengthen relations between the U.S. and Baltic states. As a member of the Steer Auction Committee of the Houston Livestock Show and Rodeo, he has raised more than $150,000 for the Rodeo, an annual event that awards millions of dollars each year in scholarships to deserving area students. In 2004, Mr. Payne became an Advisory Board Member of Living Water, an organization dedicated to providing clean drinking water to over 5 million people in need throughout the world. Mr. Payne’s history of local involvement also includes service on the Board of Trustees of the Heritage Society, a Houston organization maintaining historic homes in Sam Houston Park; Board of Trustees of the Sam Houston Council, Boy Scouts of America; Advisory Board of the media Forum for Global Health; Co-Chairman of the Houston Youth Symphony Annual Gala; member of the Texas State Republican Executive Committee; former Vice President of a municipal utility district; and a 2001 recipient of the Five Outstanding Young Houstonians award, an award whose recipients include President George H. W. Bush, news anchor Dan Rather, media mogul Howard Hughes, Houston Astros’ Jeff Bagwell and Texas Attorney General Greg Abbott. In June 2007 Mr. Payne was appointed to the Department of Homeland Security’s Secure Borders and Open Doors Advisory Committee (SBODAC), which provides recommendations to the Secretary as part of the department's unified national effort to secure America. SBODAC is tasked to provide recommendations to ensure safe and secure borders, welcome lawful immigrants and visitors, prevent and deter terrorist attacks, and to promote the free-flow of commerce. Brian S. Ettinger Executive Vice President and General Counsel Worldwide Strategic Partners As accomplished trial attorney, Ettinger has also distinguished himself as an International and government relations consultant including business and commerce, energy related projects; oil and gas, and power production. His legal experience includes Civil and Business Litigation, International Business Contracting and Negotiations, including: Energy Related Industries and International Lobbying Services for Foreign Governments and Businesses. Approved by Lloyds Club to handle Maritime Claims, Ettinger is also a qualified mediator and arbitrator under the Alternative Dispute Resolution System. He has completed advanced mediator and arbitration training and is registered Lobbyist for the Country of Pakistan on government relations. Prior experience includes working for the City of Philadelphia as an Assistant to the Mayor of Philadelphia from 1975 to 1979. Also worked on Capitol Hill as a Legislative assistant to US Senator Joe Biden who currently serves as the Ranking Member of the Senate Foreign Relations Committee. |
